[@Warbozz] Well it's more like an intern-system. Rank: Aspirant. You get an invitation from a house. You stay in a barrack. You prove yourself. You're converted. You join the house. OR. You don't prove yourself. Your memory is erased by alchemy. Unless the House that was interested in you was Grangrel. They'll just kill you. 

There are the special cases where a vampire slips and turns a human into a vampire. They might die for that. BUT the new convert will be claimed by the Elder whose blood runs through his veins. 

BASICALLY. No Elder will want your character unless he has their blood in him.
