[@Blizz]It's a good start. Kaze's right, though. That mass/velocity thing ain't gonna cut it. I'll give you a good example with the first character introduced in the book, my brother's main hero, Axel Tenno. His power is metal manipulation with the weakness of wood. His power is harder to use near wood and cannot be used if he's touching it. Does that make more sense?
