A chakram is actually a rather unwieldy weapon. It does not have the weight or power of a longsword, and also lack in reach. However, it can be used adequately in certain styles of martial arts, although as a weapon for the average joe it is quite useless.
All in all, the chakram specialises in being quick, manouverable, and blocking blades. It can also double as a shiield, should the need occur. However, it lacks the sheer mass to pose a real threat to armored steel, even combined with vampiric strength. Maybe if it was Dresden, and even he would have to hit it multiple times to have much effect.
