Well... I already thought of a concept. It's admittedly got some similarities, but is very different. I'll summarize it below.
I was going to make a woman who was schooled in Iiramite medicine and such, yes. However, she's not an assassin: she's a master burglar posing as a simple peddler trading in medicines and exotic goods. She intentionally avoids killing - but she has a great lot of useful tools at her disposal, like smoke that can put people to sleep, powders that blind, little stones that make thunderous noise when they strike, poisons that paralyze... But nothing that kills. She expressly tries to avoid that, because one of her ideals is the belief that there is always a better solution. There HAS to be a better solution. She was going to be a thief-turned-refugee thanks to the destruction of Iiram, yes. I was thinking I'd start her off in the Atlantean region. It seems like a good place for a thief to be, what with the feuding lords, the burning cities, and the possibility of getting involved in whatever big plot there is surrounding a city turned black fortress.
If this is acceptable, I'll write it up in full. I was thinking of making something similar to what you said, but not quite, as you can see.
