I expect in the early stages that can be fine, since Tarvos as their leader can just say "Look, you're in the convoy, these are the rules". No matter how psychotic a character is, they will follow the rules (or at least pretend to) in order to stay with the convoy. The fun stuff will come later, when those who disagree with the rules decide eventually to break them.
