I'd go with a mixture. The only "modern" technology the nations should get would be stuff salvaged from before the war. Tanks that happened to be far enough away to survive the blasts, planes that were in transit when the bombs went off, that sort of thing. The only way to [i]produce[/i] anything at this point (side from food, because who would nuke a farm?) should be by cobbling things together and other such small-scale operations. No factories after the bombs go off.
