For rules one and two, if we move them to PMs, we have literally all the same people, sans perhaps one or two, but in a new location instead; it doesn't change much. We don't have a GM and won't establish one. There's also not much anyone can do to "accused" other than kicking them out, which isn't worth it until someone becomes hostile.
