So y'all know, the OOC will be up tomorrow with [I]at least[/I] a detailed description of each Region. There are a good number of them and they are very, very unique. Almost have them wrapped up and then I'll start writing on the technology and magic, then character sheets. Those should be the hard essentials to create your characters. General politics will be with regions so you can draw from there, expand, and create as you please. I should be giving you the foundation, basically, tomorrow night. I'll keep updating until complete, of course.
