Garret will roll his eyes. "Give me a break dude, I don't know half those new fucking rules. That's the only reason Billie is being easy on me. You can keep your respect, I don't want it dude, you've earned it. I didn't even ask for the bit I have." 

I think that might have been the reason he started hanging out with Clary. He found her hot, and got close to her before Logan found out and told Clary so she could let him down easily.
