Personally it looks good, and you might need the excess mags because many "high level" infected are going to be faster and more capable of avoiding the shots. Though change it from Stage 0 to Uninfected. Stage 0 was a place holder to give some of the infection details. 

Besides that copy it over to the Characters tab and wait for the others.

While rare steaks will provide some benifits, and can count toward the required blood, it will take more of it to get the same benefits, up to twice as much. Where as hitting a blood bank, if you're lucky enough to find one with blood still in it, it's not exactly fresh, but it's still human blood. It'll provide greater benefits than the steak, and not require much more than straight from the source. 

And to answer your question from the Interest Check, you're allowed to be forming a small village/town.
