And you have no idea. Those are parrotlets, and I used to babysit these suckers and had my own, though mine was a pretty special case as a disabled and traumatized bird. Their feathers are incredibly soft and downy, my favourite of all bird feathers I've dealt with, and most handfed ones are huge cuddlers. They've got real big brains, personalities and spirit for such little birds, and don't know their own size though, and get in a lot of trouble because of it! 
They're even smaller than budgies. The smallest of parrots, actually. I believe the Spectacled Parrotlet (the ones here are Pacifics) are the smallest but I could be wrong.
