Well I have five leaders, five deputies, five medicine cats and a max of five medicine cat apprentices. So I would say three per player for now? To give everyone a chance. If more than one person wants to apply for the same position they can and my Co and I will pick whichever one is better for the position.  After the role play starts this rule becomes null.
