Bonus Spells from main attributes mean how many more times you can cast magic, not how many spells you have. 

It's like saying in Final Fantasy, having more INT doesn't give you more spells but rather more MP.

And even then, Intelligence isn't the main attribute for Oracles anyway. Charisma is.
