update
they had a dog with them they were bringing back to it's owner that the guy mentioned for the police.
he then talked to his buddy who was with him about the police guy like "oh this guy's a nice guy."
police operator: you have any weapons on you?
caller: no dude just a bunch of snacks and stuff
