This neighborhood was almost completely populated by monsters at the moment, humans were just starting to move into the area. When the trio arrives at Grillby's, Toriel leads them to a table near one of the windows on the front of the building so they can watch the people passing by on the street outside. Unconsciously, Toriel also picked this spot because Flowey might appreciate the sunlight the window let in.
