I don't think we've ever [i]not[/i] accepted a character, save for maybe a slayer or two.

And while I'm not the official word, I believe this is completely open to join.

And, no, you don't have to read the whole IC, but the last ten pages (Give or take) might be a good idea so you know where everyone's characters are-ish.
