Just a thought, bit what if the potential suspect is already considered dead?

I have this head canon going that the weatherman was actually in the same unit as Oliver and Shou during they're tours to Iraq. Possibly even a friend of theirs? Could be considered either MIA/KIA during an attack or fire fight.

Just my two cents though everything else mentioned is pretty valid.
