Though from the OP I was under the impression that all the Dragon Slayers were gone. Their powers sealed by the remnants of Fairy Tail and the other anime guilds some hundred years previously.

Those specific types of Dragon Slayers. Dragon Fang has a Jade Dragon Slayer and their guild master is a Flame God Slayer.
