He personally didn't like the idea of Jen being a leader, she wasn't confident enough and had a defeatist attitude, she also worried too much about their safety. Veronica had experience too but she doesn't seem like the type to practically carry the responsibility of everyone's lives, test or no test. He doesn't know much about Ryouko enough to determine his capabilities in certain scenarios. Wesley is the most streetwise of them all but his ability can easily give him away and his acting sucks. Katherin and Ethan are out of the question. Now Damien, he could prove to be a decent leader. He's got an optimistic attitude, likes to look at the big picture, seems to have a good understanding of each individuals capabilities, and his powers are easy to hide. He's been doing it almost all his life. He takes his work seriously so there'd be no joking around when it comes to a mission, the problem is that he wouldn't be a sufficient leader if his followers didn't trust him, and he'd doubt the others would even consider it.
