Officially, the XCD is neutral, regarding most international matters. Unofficially, it has fingers in many of the corporate pies around the globe. Therefore, its hands are just as dirty as many other nations, but most of those ops are done by third parties (unsurprisingly). 

The Sodroyan League, as you know, is fighting a conflict with the OSU over cultural territory. The League is sandwiched between the OSU and the XCD. The XCD and SL have a fierce corporate rivalry, but they aren't actively warring. The XCD probably supplies the OSU. 

There's a bit more to the story, but that's hidden for plot reasons.
