I suppose that's a differentiation mark on different types of Molding Magic. Saying you have Ice Magic means to anyone you say it to that you have control over that element while saying you have Ice-Make Magic denotes that you are using Molding Magic. In any case I don't believe its ever been referred to as Maker Magic in the anime but on the whole the distinction isn't that important as everyone is now aware that anyone using the terms Mold Magic or Maker Magic are referring to the same thing.
