If you want to make someone in the apartment, just ask, but... The Reeses could use neighbors. There's also other possibilities like: living in the rich area, the outskirts like Nana, or above a bakery 

You're allowed to place your character where ever. Please don't feel obligated to live in MillCreek Hollow a.k.a the ghetto xD
