Being born into a prestigious family in Atlas has not helped much with his social interactions with Faunus. He comes off as elitist and racist, and cannot stand the non-humans. In his eyes, the four kingdoms should have slaughtered all of the beasts when they decided to rebel. After all, if the weak crumble underfoot, then it is only natural that humans enslaved and oppressed the Faunus. As such, Cobalt will go out of his way to be cruel towards Faunus. On the other hand, he treats other humans kindly and will hardly bear any ill will toward a human, except if they try and defend Faunus "filth". Basically he believes in social Darwinism.

Cobalt was born into a military family, his father being a colonel in the Atlas army. His father was especially bitter about losses of the estate after the Faunus War, as they owned many indentured Faunus and were forced to set them all free. Cobalt's father had dreams about returning the humans back to their rightful place as the master, and the Faunus the slave. From the day he was born, his father instilled his values into the boy, and trained Cobalt in order to fight and replace  in the hopes that the White Fang would spark another war. 

Sadly, the war never came. The Pennants lost influence as the years passed, as their Anti-Faunus views started to become archaic and seen as a hindrance. It was hardly a surprise when the Atlas government decided to strip his father of his rank and possessions for his Anti-Faunus views, as they were becoming more and more tolerant of the Faunus. His father committed suicide, unable to take the dishonor.

This only made Cobalt more bitter towards Faunus. If only the war had wiped out the savages. Finding himself suddenly without a home, he swore vengeance. Cobalt decided to enroll into Beacon Academy, to become the most elite of hunters and prove that humans were the superior race.  

Of course, due to his previous training, it was plainly obvious he would be the leader of the team.
