I'll include this in the CS but he has little experience fighting anyone with superpowers, his board is the source of his power, the longer he's separated from it the more power he loses and he loses it fast, to the point where he'll just be little Steve Rogers again. Also, more importantly, he has crippling emotional problems. His guilt at harming innocents on such a large scale is a huge liability, causing him to pull his punches in almost every situation. In addition, he can easily be swayed by those with stronger personalities and rendered a wreck by the smallest taunt. So while he may not be in too much danger himself unless separated from his board, in a sense where an objective is key or time is a factor he is a huge liability.

I was planning on including that in my first IC post but basically he's broken the deal. Galactus doesn't know yet but the Surfer's found earth and was overcome by everything and so is going rogue.
