I suggest that people can just timeskip to a preferred location on their own, provided that they make a reference to how they evaded the cops.  I guess that the police tension might have caused some writer's block for the others.  Also, another suggestion for a driving plot could be when some of the mutants are captured, and the others need to rescue them before the scientists dissect them or something.  This, of course, will alert Rito to the presence of these mutants, and might contact them for a dialogue.

Just my suggestion.  Take it with a grain of salt :D

Edit:  Just to add a little sidebar, for those who are on the slow side in posting (like me), I suggest that they get captured or something so that they could post rarely without being pressured to post by their much faster colleagues.  Also, enacting pain and torture under the scientists could be a good way to open up their emotions.
