If we agree that Bullet Launch can only cross short distances, then that's fine.

With two Step, I think Tex means more among the lines of that it shouldn't be spammable cause if it was, August could basicly keep doing that forever and never get hit by punches or rapid fire. It'd need to have a limit for how many times and how long he can do it.

Um...I wouldn't see why he wouldn't be able to do that now. Unless Asus would be like...held captive or something, then that might be a different situation entirely.
