Kinda. It's like forcing a tsunami through an unbreakable funnel. Or a hurricane through one small fan. Their power is proportionate, but only in little doses, making them both weaker than other gods and definable in power levels. 

They're still the most powerful things short of Gods in the universe, it just so happens that they have limits while Gods do not. Make sense?

As for the might, they can serve as a vessel for whatever's being caste, but the Gods themselves use the might. Like how a wand doesn't use magic but directs it.
