Tier systems have always been a crabshoot. Especially on chimera communities where so many others from different places come with their own idea of what 'good' fighting is, and were raised in a particular combative culture. There are probably over a dozen different ideas for what constitutes 'mild power' in this community alone. Though I speak from experience, not watching the arena so I may be wrong there.
