You more or less because you are in Yazai, but Belwicket and Lunar feel difficult to incorporate in Langua area. 

[@PKMNB0Y] I forgot to mention this because of the argument, but Qaizan Dungeon is not a tower but a series of buildings flying above the city. Think of the Bloody Palace mod from DMC4, except each floor is larger (and has roof).
