Seeing as the difference between Black lightning and normal lightning was never touched upon that left it largely up to interpretation. At this point I assume that is a more potent or better harnessed version of lightning taking on a black color because I don't see the third raikage learning to do this just because he liked the color or it made him look cooler that would just be pointless. So yeah I would say it's stronger and/or more potent meaning as a result jutsu used with black lightning are stronger. So taking lightning release armour and utilizing it with Black lightning the result is that he is able to move faster etc. Atleast that's how I see it, I consider it the highest nature transformation of lightning.
