The general rule is that an Avatar is basically a physical manifestation of the god in question, whose every action is willed and done by the god. The god is just as aware of everything happening to the Avatar and is the one speaking, reacting etc. when the Avatar speaks, acts and reacts. The Avatar isn't a 'separate' being which is independent but acts on behalf of the god, it IS the god. But if you have an idea for a different take on it, I am obviously willing to look into it and allow it - for a goddess like Ilunbar having a more active and interested Avatar may be important if she wants to be directly active with whatever we create.
