Essentially what Vocab said. If no one comes to you, or you go to them. Sometimes you've got to be the one to facilitate interaction between your characters and others, otherwise its just not gonna happen. There are too many characters to nit pick who is going to come into contact with who. If you want someone to interact with, interact with them. Otherwise, just create a random npc and interact with them. Thats what I do when I'm not interacting with another player.
