In such a case, he would do so after civilisation has taken root and Teknall realises that micromanaging the entirety of civilisation across Galbar is something he needs help with. As for water, yeah, rivers and lakes would be good. He have enough precipitation to create such things. Hael said Vulamera would be creating another ocean too, so that will help.
