I could see a different ratio of militant to civilian population in such a harsh area, but I wouldn't say big army in regards to size. [@Lord Zee]

Edit: this of course is dependant on population and culture as well as economy. If you can make it balance out somehow, then consider the latter part of my crtique moot. The joy of nation building.
