Yes, but the Guild doesn't like being called a government. It provides defense, infrastructure, education, and even provides food and medical care so that people don't have to be educated on an empty stomach/while sick, but it hates the idea of governing/being called a government, and most especially doesn't [i]want[/i] to rule the entire Sector.
