Well Dawn's magic while more stable than Elizabeth's follows a good number of the same principles. It acts off of primal instincts and reactions. Because Elizabeth is emotionally unstable so is her magic. Dawn's got more control over his emotional state so he keeps his magic in check more easily. But with that kind of primal fear he's not so much going to be crippled into inaction as go off like a bomb.
