That is difficult. I implemented the whole galaxy council to try and resolve (and by that I mean create) issues but I can tell that it will most likely only become important later on.
In all honesty I think the major plot point will revolve around the most militaristic nation trying to expand across the galaxy. 
If not an economic centered space opera could still be quite fun if done right.
