Because it would seem that it's 'drastic' because it's all his magical power. Therefore, an equal amount should be able to counter it (in theory). One would assume that Manami being S-Rank, and Dawn being A-Rank that Manami's amount and strength of magical power are both larger than Dawn's.
Only assumptions however.
