This steampunk city is possibly more than a bit dystopian in its political corruption -- so "smuggling" could just mean transporting stuff to different sections of the city that might be restricted in some way. Sort of like smuggling liquor during Prohibition, for example? Maybe pizza is banned and he makes a living selling pepperoni underground, haha. Anything you want. ;)
