Typically (and [@Eklispe] can vouch for this) I like for everyone to get one post in before updates, so the green will be for those that have made at least one post since the previous update. This shows people who we're waiting on, or as a reminder that you haven't posted in the current cycle. This is actually a reused asset from a dead RP I was apart of, and it seemed pretty useful.
