They're most common in Ithillin, and that's right on Velt's eastern border, right? Seeing wanderers, merchants, and mercenaries in times of conflict would be fairly normal (especially traveling merchants), and I think all ours fall in one category or another. And it says Ithillin and Velt have good trade relations, so there's definitely a flow of goods and services, and that means people as well.

They could be rare in the sense that they don't settle down outside their home country very often. It's also the case that a foreigner is more likely to pass through a bustling trade hub than the average farming village, and there will certainly be fewer of the former overall, especially if we assume Velt's focused on agriculture.
