The Gamma Company was the only functional company indeed, though that was because the other companies were mostly wiped out, save Gamma's direct predecessor if I recall right. So, [@LetMeDoStuff] can correct me if I'm wrong, but I think you can create a Spartan from any other company, including bearing the alphabetical designation of that company.
