I'm not quite sure I understand the condition you're setting. Like, I can't tell if you mean "they can't transform at all" or "they can't use Cyclone and Joker."

Either way if it's really weird I'm fine with just axing Double in half and using only Shotaro. He's less confusing power-wise since it's just one guy with three forms he can transform into (Joker, Metal, Trigger).
