To contact the Librarian? You're gonna have to ask KoL since they control the Librarian.

As for figuring out how the Relic works? He can just mess around with it. It works only for the first person to touch it. Just know that it will possesses him with the spirit of the Relic's essence (one of the Seven Heroes who stopped the world's last Shattering).
