I've only really seen this for RPs that have a tabletop bend. If you're using it for that purpose, it's probably a good thing. Skill point systems can work as good guidelines outside of tabletop-esque RP. It's a good way of saying "Your character can't be good at everything, so buy the stuff you want them to be good at." I myself saw a simple trait system that I'm a huge fan of, so I incorporated it into an NRP I'm running. There's nothing inherently good or bad about using a skill or monetary system. It's just a matter of how you use it.
