Oh no, I'll of course have NPCs, but they'll all be abiding by canon regulations and mechanics. So for instance, apping something decisively impossible in canon won't be allowed. That said, the Grail System will be altered from the Fuyuki baseline to allow for evil and Eastern heroes to be summoned; I'm still deciding on the background to justify the system being like that, though.
