It's an uphill battle to be sure, and it's meant to be a big challenge, but you're liberating an entire planet that doesn't want to be liberated. Nobody said this was going to be easy. ;D

Just as the rangers' mentor will be able to steal resources from Galatec to improve them and continue the assault, the villain (who is not the top of the food chain but the "regional manager") will be subjected to corporate pressures and scrutiny from the Board of Directors (as portrayed by GM) who want more success/profit while minimizing investment. AKA the villain's not getting a whole lot in the way of support from the rest of Galatec. :P
