I think Katie Cassidy is doing her best with a character they made way too repulsive in Season 2, she's been improving and has really benefitted from the lighter tone of this current season...but she doesn't really have good chemistry with anyone. Her best performance (in my opinion) was when she cameoed on Flash last year.

(Basically my problems are with the character and not with the actress.)
