Well in my experience, because they're both above age more is expected of them in terms of setting a 'proper example'. And I mean I don't know any parental/guardian figures who would give two 19 year olds permission to go have sexy fun times.

Heck they can't even legally drink alcohol yet. (In the States anyways but the States is where they are so its all that matters currently lol)
