That current level of urbanization would cause mass starvation throughout your province-- given possible arable land available. So adjust the capital population, aside from that the overall province population level is fine along with the rest of the sheet. Though note no realm on its own really has the funds for a standing army. Edit: Which is not to say your province does not have some imperial forces funded by the Empire in the region.
